Blame culture may be unheard of in my country but norms, stigma and the like can trigger similar reactions leading to distress. Without timely intervention, these could lead to suicidal tendencies. Culture however has a lot to do with mental welfare. If the commission's role is to protect the welfare of those vulnerable, it can not really rule out culture. The role of the media can not also be ignored. Family support and developing a social support system that would include the media, raise the awareness to the commission's role and vigilance within the support system for the vulnerable groups may need to be reinforced if these are already existing...
