The lead clinicians at the three pilot sites were, K. Denton (Bristol), S.J. Johnson then S.J. Needham (Newcastle upon Tyne), and R. Lonsdale (Norfolk & Norwich).

DH set up an advisory group to advise on the conduct of the evaluation : its independent members were : R. Lilford (chair), K. Boyd, M. Buxton, J. Cuzick, K.Sutherland, C. Wilkinson.
