Monitoring of prescribing practices through prescribing
indicators is seen as an important part of ensuring quality of care in
general practice. However, little research has been done to assess the
validity of these measures. Campbell et al (p 425) conducted a two
round Delphi consultation to identify prescribing indicators based on
prescribing analysis and cost (PACT) data that have face validity for
measuring quality or cost minimisation. Forty one indicators were
tested, but only 12 were rated valid and reliable by lead prescribing
advisers. These indicators therefore allow only a limited examination
of prescribing at a general practice, primary care group, or health
authority level.
