Health authorities fail to manage quality improvement in general practice

The successful implementation of the recent NHS reforms depends to a large extent on collaboration between health professionals and healthcare managers. The role of health authority managers and the barriers that they face when implementing the reforms in general practice have been subject to little empirical investigation. Using qualitative case studies conducted in three UK health authorities, Marshall (p 164) identified significant strategic, organisational, and operational barriers faced by health authority managers responsible for the implementation of the NHS reforms in general practice.
