Primary care trusts in England lack the analytical, planning,and management skills needed to successfully implement the reformsof the NHS recommended by the health minister Ara Darzi, saysa cross party group of MPs.

In its report on Lord Darzi’s next stage review, the Houseof Commons Health Committee says that the quality of leadershipin the NHS must improve. Many doctors are put off becoming seniormanagers and need more training and support to take on managementresponsibilities. Better use must also be made of the NHS graduatemanagement scheme to help develop better managers, say the MPs.

The final report of Lord Darzi’s next stage review waspublished at the end of June last year (BMJ 2008;337:a642, doi:10.1136/bmj.a642).Its main emphasis was on improving the quality of care in theNHS through better measurement and financial incentives.
